Prof. Dr.Ahmet KILINÇ graduated from the Faculty of Law at Kırıkkale University in 2003. He obtained the title of science expert with his thesis “Analysing Kanun-ı Esası in terms of human rights” at the Social Sciences Institute of the same university. He received his Ph.D with his thesis “Parading(tashhir) as a kind of penalty in Ottoman Criminal Law” from the Public Law program at Gazi University Social Sciences Institute. Kılınç has published the book “Expertness in Ottoman Jurisdiction” as part of his associate professorship thesis. In 2024, his book, "Mediation in Turkish Legal History: Muslihûn (Classical Period Ottoman Law Practice)" was published in Turkish, English, and Russian. Kılınç, whose book, "Assistant Judges in Classical Period Ottoman Law," was published in 2025, was appointed professor on October 14, 2025. After completing his law internship in 2004, Kılınç worked as a research assistant at Kırıkkale University and Gazi University between 2004 and 2013. Kılınç, who has been working as a faculty member at Ankara Yıldırım Beyazıt University Faculty of Law since 2013, carries out academic activities in the field of Turkish Law History, especially in fields such as Ottoman Criminal Law, Ottoman Judiciary Organization, and Ottoman Millet System. Kılınç went to the USA, Germany, Italy, Moldova, Austria, Malaysia, Macedonia, Uzbekistan, and Japan for scientific studies and served as a visiting professor in Japan for a while. Kılınç offers courses in the History of Law, the History of Turkish Law at the undergraduate level, and postgraduate courses in the field. Having served as the Head of the Department of Legal History at Ankara Yıldırım Beyazıt University, Vice President of the Public Law Department, Deputy Dean of the Faculty of Law, Member of the Faculty Board of Directors, Member of the Social Sciences Institute Board of Directors and Legal Counsel, Kılınç also worked as the Deputy President of the Turkish Historical Society. Kılınç, a member of the Publication Advisory Board of the Ministry of Justice, is also a member of the Academic Advisory Board of the Justice Academy. He has served as a member of the Editorial Board and Publication Board for many national and international journals, as well as fulfilling duties in various national and international magazines, symposia, and projects. Kılınç, who has been a full member of the Science Board of the Turkish Historical Society since 2020, has been appointed as the Deputy President of the Atatürk Supreme Council for Culture, Language, and History in February 2023. In addition to this role, he was appointed as Acting President of the Atatürk Research Center on October 28, 2024.
