Çağlar Toptaş was born in Fatih, Istanbul in 1983. He started his education at Lütfi Banat Primary School. During these years, his interest in music was noticed by those around him, and he took the exams of the Istanbul State Symphony Orchestra Polyphonic Children's Choir conducted by Gökçen Koray and won. With the encouragement of the choir conductor Gökçen Koray, he took the exams of the Istanbul Technical University Turkish Music State Conservatory and won the right to study. Toptaş, who received his middle and high school education at the Istanbul Technical University Turkish Music State Conservatory Instrument Education Department, continued his undergraduate education at the Istanbul Technical University Turkish Music State Conservatory Fundamental Sciences Department. He graduated from this department with a 3.34 grade in 2004. In 2004, he started his Master's Degree in Turkish Music with a Thesis at the Istanbul Technical University Institute of Social Sciences and graduated in 2008 after completing his thesis titled "Alto Kemençe". In 2013, he started working as a lecturer at the Ankara Yıldırım Beyazıt University Turkish Music State Conservatory. In 2015, he started the Turkish Music PhD program at the Ankara Hacı Bayram Veli University Turkish Music State Conservatory and graduated in 2022 and received the title of Assistant Professor. He currently teaches courses on Classical Kemençe, Turkish Music Solfeggio, Turkish Religious Music Repertoire and his field at Ankara Yıldırım Beyazıt University.
