Özet

The declaration of the Second Constitutional Era was one of the most important events in Turkish political, social, and cultural history. After this date, society and the state undertook significant modernization efforts. The press, army, education, health, and communication systems all underwent a considerable transition at the same time as political developments. While the existing schools were improved and their numbers were increased, on the other hand, many vocational and technical education schools were opened in order to meet the civil servant and qualified personnel needs of the state. In this context, "Evkaf Mektebi" was established in order to organize and enhance the activities of the foundation by training qualified civil officials who would defend the foundation and its laws, both among the current public servants and clerks and those who would demand it from the outside. In this school, where foundation law, the operation of foundations, Land Law, economics, accounting, and epigraphs were taught, officers were prepared for foundations in accordance with the aim of its establishment. When the Balkan War broke out in the middle of 1912, the majority of the pupils enlisted, forcing the closure of the institution. Nevertheless, due to the brief lifespan of this school, the requisite number of trained individuals could not be obtained. The school was forced to close in 1914 when the First World War started, never to restart, after having been reopened in 1913. By applying the literature review approach, the foundational stage, educational process, and reasons for the closure of the Evkaf School-opened during the Second Constitutional Erawere -clarified in this study.
