Özet
As a result of a natural disaster, the terrestrial communication network of a region may have been destroyed and become unusable, and communication may be carried out via high-altitude platform stations and satellites that form multi-layered non-terrestrial networks (NTNs). Depending on the situation of the users, it is possible to see user groups in the disaster area that need different communication services. While data rate or mobility may be important for some users, latency would be crucial for others. In this study, a user allocation approach that allows network allocation in accordance with the group's demands and conditions is investigated in a multi-layer NTN, aiming to maximize the service received by user groups. As a result of the simulation, it is seen that the proposed scoring user allocation (SUA) satisfies %48 more users than chaotic user allocation (CUA).
