The main argument of this book is that the introduction of compulsory voting rules is a context-related instrument for authoritarian survival. When authoritarian incumbents lack necessary sources to create an image of political support or signs of political stability in times of contentious politics, the introduction of compulsory voting becomes one important strategic tool. Through this institution, autocrats principally aim to increase electoral participation rates and channel contention to elections which is a relatively safe form of political participation, and in turn to eliminate the perceived threats to their rule.

Böylece, iktidarlarına yönelik algılanan tehditleri ortadan kaldırmayı hedeflerler.
