Özet

The ongoing COVID-19 pandemic, with its rapidly evolving variants, poses a significant threat to global health and economies. In the absence of universally effective vaccines and treatments, public policy responses become crucial in mitigating the pandemic's impact. This study explores the diverse strategies adopted by Italian regions during the initial outbreak (January-July 2020). These regions, the first in Italy to experience a surge in COVID-19 cases and fatalities, provide valuable insights into effective public health interventions. Notably, Veneto, a region in northeastern Italy, implemented a successful strategy focused on widespread testing and robust contact tracing (epidemiological investigation units). This approach demonstrably reduced overall deaths and the overall burden of the pandemic on the healthcare system. Conversely, regions lacking a clear and targeted policy framework faced a more significant negative impact on public health. These contrasting experiences offer valuable lessons for designing effective, generalizable public policies that can prepare regional and national healthcare systems for future outbreaks and pandemics.
