Özet
This study examines how metropolitan governance under Law No. 6360 reproduces rural marginalisation through the case of Kösrelik Rural Neighbourhood in Ankara. Qualitative fieldwork shows that services have become discontinuous, the distribution of responsibilities between metropolitan and district institutions has obscured accountability, and strong solidarity networks are overburdened as they compensate for institutional gaps. Social capital therefore manages everyday uncertainty rather than transforming structural inequalities. The article conceptualises this condition as a “geography of hopelessness”: a durable form of spatial lock-in produced by the coexistence of administrative inclusion and limited influence over governance processes.
