Kanun-i Esasî’nin ilan edildiği 23 Aralık 1876’dan Meclis-i Meb‘ûsan’ın geçici olarak tatil edildiği 13 Şubat 1878’e kadarki zaman dilimine I. Meşrutiyet dönemi denir.

The Kanun-i Esasî and the Proclamation of the First Constitutional Monarchy (23 DECEMBER 1876)

Kanun-i Esasî means Fundamental Law or Constitution. It is the name of the first, only and last constitution of the Ottoman Empire, which came into force in 1876. Constitutionalism, on the other hand, is the name of parliamentary government, derived from the Arabic root condition. In other words, the people have a say in the government through the parliament composed of their elected representatives. In Ottoman political literature, it is the name of the sultanate-caliphate regime with a constitution and parliament. The period from December 23, 1876, when the Constitution was declared, to February 13, 1878, when the Parliament was temporarily suspended, is called the First Constitutional Monarchy period. In this research, the advantages and disadvantages of our first parliamentary experience and our first constitution, Kanun-i Esasî, and its reflections on Ottoman cultural life are discussed. A remarkable period was discussed with the limitation of the sultan's powers for the first time.
