Various methods and rules are implemented in the world in appointment to top public executives. Under the Hegel-Weber line, the Turkish public personnel regime used a closed career system in appointing top executives. With some exceptions, appointments were made among civil servants. Detailed rules on the appointment of top public executives are also not adopted. With the transition to the presidential system, the appointment system for the top level public positions has completely changed. The main objective of this study is to analyze the process of appointment of top public executives in Turkey. The study was basically carried out on two axes. First of all, the process of appointing senior management before the Presidential system was discussed. In this section, which rules are applied and which methods are used in the appointment of senior management are examined. Then, in the second part of the study, what kind of appointment-promotion system was established with the transition to the Presidential sys-tem. In this section, the current system has been analyzed in detail. In the study, expression is enriched by using schema and comparison tables.
