Risk management of turnout systems is the process of making and carrying out decisions that will minimize the adverse effects through the entire life span, including the phases; construction, operation, and replacement. Operation (mostly of maintenance) differs from the other two steps for two following reasons. Firstly, detection and rectification of any turnout defect are significant issues for all rail operators worldwide. Secondly, the cost of turnout maintenance is considerably high due to its complex design and movable parts in nature. As a result, alternative (or subsidiary) maintenance methods to existing techniques are required to deal with defect detection and rectification and cost maintenance reduction. Risk-based maintenance is an analysis methodology and process that, as opposed or being subsidiary to condition-based inspection, requires qualitative or quantitative assessment of the probability of failure and the consequence of failure, providing operators risk ranking, savings, equipment inspection requirements, and inspection guidelines.
