ABSTRACT
In the contemporary international political economy, the USD has become an effective structural instrument of power that shapes the functioning of national and international orders, crossing far beyond being solely a currency. While the USD’s unique and dominant role in international commercial and financial processes provides the US with an unparalleled and privileged advantages in political, economic and financial spheres, such domination results in huge losses to the other countries in the same spheres in addition to the diminish impacts on their sovereignty. The background of this study thus, is established on the following question: does monetary domination lead to structural inequality among the US and world countries’ sovereignty? With this regard, the study reveals the functioning of the USD dominated international system, and how this system leads to the unequal and unjust results for both the US and the other countries especially through seigniorage, public debt and current account balance. In this context, how monetary domination of a country influences the political and economic sovereignty of other countries composes another significant research question of this study. The aim of this research is to reveal how the prevailing USD dominated international order affects the sovereignty of the US’ and other countries by examining the functioning of the order through seigniorage, public debt and current account balance. Methodologically, this study focuses on and makes comparative analysis from the various data sets (such as Currency Composition of Official Foreign Exchange Reserves (COFER), Current Account Balance etc.) between 1995 and 2024 obtained from IMF, World Bank and OECD’s databases. The findings show that the USD dominated international order provides the US with ability to benefit from the seigniorage advantage, to sustain huge public debt with low interest rates, to preserve structural stability in spite of huge current account deficits thanks to the worldwide demand to the USD. In contrast, other countries (especially the ones dependent on USD) are found to be vulnerable to external shocks. Furthermore, the system forces them to borrow and make cross-border commerce in foreign currency while disabling them to conduct and implement their own monetary policies independently. This situation causes the erosion of both political and economic sovereignty of the relevant countries in the long run. Consequently, this research puts forth that the dominant role of the USD in the international monetary system is not only a medium of exchange but also a means for provision of economic superiority, political and structural pressure and power. Domination of a currency at global level influences the sovereignty of the US’ and other countries asymmetrically. In this context, the study suggests the alternatives such as the usage of local, regional or common global currencies and digital options. The research thus aims to make theoretical and empirical contribution to the international political economy literature.
