Özet
In the field of humanitarian aid, there has been a debate about whether donors or donor countries should provide foreign aid when their own populations are in need. Given the scarcity of resources, the ratio and priority of domestic and foreign aid is a humanitarian policy issue. The purpose of this study is to examine this policy issue. The study identifies the differences between domestic and foreign humanitarian aid and examines matching policies in the balance of domestic and foreign humanitarian aid from theoretical and practical perspectives. Matching is a mechanism that suggests that a country should provide the same or a certain proportion of its foreign humanitarian aid as its domestic humanitarian aid. Matching is a welfare increasing method used in many areas of social and economic life. Matching is particularly common in areas such as charitable giving, public investment and pension investment. Countries can adopt a policy of one-to-one or partial matching between domestic humanitarian assistance and external humanitarian assistance. One-to-one matching requires the same amount of domestic humanitarian assistance as foreign humanitarian assistance, while partial matching involves different ratios. One-to-one or partial matching would prevent the neglect of external humanitarian assistance or internal humanitarian assistance. The findings and recommendations of the study will contribute to the balancing of internal and external humanitarian aid within the framework of humanitarian aid policy and will lead to new studies and discussions on this issue.
