Özet
Konut hem ekonomik hem de sosyal açıdan diğer gayrimenkul türleri ile mukayese edildiğinde özel bir öneme sahip olduğu için, pek çok ülkede konut sektörü, ekonomide önemli sektörler arasında yer almaktadır. Hem tüketim malı hem de yatırım malı olarak, ileriye ve geriye bağlantısı nedeniyle ekonomide pek çok sektörü doğrudan etkilemektedir. Ayrıca sosyal açıdan, insanların gerek güvenliğini gerek fiziksel ve ruh sağlığını etkileyen konut, toplumsal düzenin sürdürülmesine de katkı yapmaktadır. Bu nedenle, konut sektöründeki piyasa başarısızlıkları ekonomik istikrarı ve toplumsal düzeni olumsuz etkileyebildiğinden ekonomik ve sosyal açıdan önemlidir. Çalışmanın amacı, Türk konut sektöründe piyasa başarısızlığının olup olmadığını araştırmaktır. Bu amaçla, piyasa başarısızlığının göstergesi olarak, piyasaların etkinliği dikkate alınmakta ve piyasa başarısızlığı test edilirken, Fourier GLS ve Fourier LM birim kök testleri kullanılmaktadır. Önceki çalışmalardan farklı olarak üç ayrı dönem için etkinlik analizi yapılmaktadır (toplam dönem, Covid- 19 salgın öncesi dönem ve Covid-19 dönemi). Ampirik analiz sonuçları, Türkiye genelinde ve üç büyük şehirde (Ankara, İstanbul ve İzmir) salgın döneminde konut sektöründe piyasa başarısızlığı mevcut iken, Covid-19 salgını öncesi dönemde olmadığını göstermektedir.
Since housing, from both a social and an economic point of view, enjoys special significance compared to other types of real estate, housing sector is among the important sectors in many economies. Enjoying a dual role in the economy as both a consumer good and an investment good, it has a direct impact on other sectors of the economy because of its forward and backward links. In addition, from a social science perspective, housing has a role to play in maintaining social order, being crucial to a sense of security as well as physical and mental health. For this reason, whether housing markets are failure is important for economic stability as well as for social order. The aim of this study is to explore whether there are market failures in the Turkish housing sector by considering markets’ efficiency as a measure of market failure. For this purpose, Fourier GLS and Fourier LM unit root test are employed in the empirical analysis. Different from previous studies, the analysis covers three-different periods including total period, pre-Covid-19 pandemic and Covid-19 pandemic period. The findings show that there are market failures in the housing sector during the pandemic period, but not in the pre-Covid 19 at the country level as well as at city level.
