Abstract

This study investigates trends in household consumption-based relative poverty within Türkiye from 2003 to 2022, utilizing data derived from the Turkish Statistical Institute's Household Budget Survey. This study applies the Foster-Greer-Thorbecke poverty indices along with multiple poverty thresholds to evaluate poverty rates, gaps, and severity levels. The findings indicate that consumption poverty in Türkiye decreased from 30% in 2003 to 21% in 2012-2013; however, it rose to 28.8% by 2022. However, income poverty declined after the Covid-19 pandemic. The reduction in poverty observed between 2003 and 2012 can be primarily attributed to improvements in living standards, whereas the redistribution effects among the impoverished adversely influence poverty levels. Poverty disparities exist across various household classifications, with households led by females and those characterized by lower educational attainment exhibiting heightened levels of poverty. Economic growth reduces poverty, whereas downturns and inflation disproportionately affect the poor.
