Abstract:The main subject of this study is a comparative analysis of the approaches of two developing states in the light of the factors that affect the success of the efforts to improve the aircraft sectors as a part of the general development efforts. The struggle of Brazil and South Korea, the underdeveloped countries of the 1950s, for improving their industrial and technological capacities in aircraft dimension have been examined, in the axis of overall development efforts since 1960s. Here, it is aimed to answer the following questions: "Is the effect of USA on the aircraft industrialization strategies followed by Brazil and South Korea successful or not? Do the development models followed by Brazil and South Korea have an effect on the development efforts of aircraft industries of these countries? Did USA allow the transfer of technology to Brazil and South Korea in the aircraft industry? Has USA made an accelerating contribution to the development of the aircraft sectors of these countries? Has USA had an effect that interrupted / delayed the development of the aircraft sectors of these countries?" The main findings of this study showed that the aircraft sectorel development strategy which was an integral part of general development model of these states was the main factor. Additionally, the primary goals of a country in the context of air transportation and / or security played a determining role together with the country's bilateral relations with the United States. The special bilateral relations in the aircraft sector with USA played a decisive role. Aircraft technology transfer from the USA and / or the opening of USA market to Brazil and South Korea, were enabling factors for the overall success of the development of their respective aircraft sectors.
